BERKELEY, Calif. — A review of the Nov. 9 police actions at the University of California, Berkeley (UC Berkeley) found that officers should have been allowed to use pepper spray. The controversial report has been called “a tactical handbook for warfare against students,” by some protestors.
Police used batons on students who had linked arms at the Occupy Cal protest, the San Francisco Chronicle reports. The author of the review, UCLA Assistant Police Chief Jeff Young, said that the “force options” for police were limited.
Besides the use of pepper spray, Young also suggested that police prepare formations out of view of protesters, to better take them by surprise.
