The U.S. Department of Education announces it is establishing a negotiated rulemaking committee to prepare proposed regulations that will address changes to the Clery Act.
Revisions to campus safety and security reporting requirements in the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act) were made earlier this year by the Violence Against Women Reauthorization Act of 2013 (VAWA). The rulemaking committee will include representatives of organizations or groups with interests that are significantly affected by the subject matter of the proposed regulations.
The department is requesting nominations for individual negotiators who represent key stakeholder constituencies for the issues to be negotiated to serve on the committee.
“In the two decade history of the Jeanne Clery Act, this marks the first time that a negotiated rulemaking committee specifically focused on regulations for the law has been established,” says S. Daniel Carter, director of 32 National Campus SAfety Initiative. “In both 1999 and 2009, regulations for the Clery Act were considered as part of a larger group of issues with a subcommittee focused on Clery each time. This shift demonstrates how much of a priority the U.S. Department of Education has placed on campus sexual violence specifically, and campus safety generally – a very welcome improvement.
Committee meetings are scheduled for Jan. 13-14, Feb. 24-25, and March 31-April 1, 2014 in Washington, D.C. Nominations are due by Oct. 21.
