DAVIS, Calif. — A lack of clearly defined police procedures may have led to the pepper-spraying of several students at a protest on the campus of UC Davis, according to State Senator Alan Lowenthal (D-Long Beach).
The incident sparked national outrage after a video of it was posted to YouTube, NBC reports. The two officers seen using pepper spray in the video were suspended and the campus police chief was placed on paid administrative leave.
Lowenthal said that the policies on the use of pepper spray were “very vague” and that it is difficult to protect free speech and the right to assemble while protecting officers at the university.
